The exact amount of your retroactive pay will vary depending on your salary. It reflects the across-the-board and merit salary increases for the period July 7, 2007 (the effective date) through February 1, 2008.

The base increase was reflected in your pay in the February 22, 2008 paycheck.

To be eligible for the raises, you had to be on the payroll on July 7, 2007 AND on the payroll (or retired) on February 3, 2008.

The merit portion of the increase reflects work done between 9/05 and 8/06.
